Mr. Elliot Forbes a 28 year veteran police officer has been appointed the new Deputy Commissioner of Police of the Royal Anguilla Police Force effective Wednesday 4th May 2016.
Forbes who joined the Royal Anguilla Police Force in June of 1988 has moved up to through the ranks and was recently Superintendent of Police for the past 5 years with responsibility for Operational Policing.
“The role of Deputy Commissioner of Police is vital for the RAPF,” said Commissioner of Police Mr. Paul Morrison. “I have taken my time to consider and assess possible candidate and I am very pleased that Elliott Forbes showed that he was the right man by his successful and strong performance before the Public Service Commission.”
“In a period of change organizations need strong leadership and I am satisfied that as one of the most senior leaders in the RAPF he will work tirelessly to deliver the best possible service for the public of Anguilla,” said Commissioner Morrison.
In accepting the appointment Deputy Commissioner Forbes said, “I am humbled by the opportunity to serve the people of Anguilla at the rank of Deputy Commissioner of Police. I am aware of the greater challenges to Keep Anguilla Safe and to motivate the entire RAPF to deliver the quality service that the public deserves. I thank Almighty God, my family and all those who assisted and encouraged me along the way.”

1) Sgt. Horace Edwards promoted to Inspector in the RAPF
Sgt. Horace Edwards has been promoted to the rank of Inspector of Police in the Royal Anguilla Police Force with responsibility for the Financial Intelligence Unit and the Money Laundering Reporting Authority of Anguilla
Insp. Edwards who joined the RAPF in January 2004 has spent a considerable number of years in the Financial Intelligence Unit. He was promoted to Sergeant in that unit in 2009 and has been understudying several individuals from overseas who worked on contract as head of the unit over the years.
In announcing the promotion of Inspector Edwards Commissioner of Police Mr. Paul Morrison said, “For a longtime now Inspector Edwards has been leading the Financial Intelligence Unit, and he has now made that permanent. This is a very specialist unit that assists with the safety and security of the Financial Services in Anguilla. I have every confidence that under his leadership the Financial Intelligence Unit will grow and be stronger.”
Inspector Edwards appointment was effective Monday 2nd May 2016.
2) Another South Hill man on remand for attempted murder
The Royal Anguilla Police Force on Saturday 7th May, 2016 arrested and charged 30 yr. old Wingrove Carty of South Hill for attempted murder. Carty is the second person charged with attempted murder as the police continue their investigation into a shooting incident that occurred in Blowing Point on Friday 29th April, 2016 sometime around 8:00pm.
The alleged offender who appeared before the Magistrate’s Court today Monday 9th May, 2016 charged with the offence was remanded at Her Majesty’s Prison. His matter is due back before the court on Monday 19th September, 2016. .
The RAPF would like to remind the public that:
a) The defendant is entitled to a fair trial;
b) There is a presumption of innocence until proven guilty;
c) Nothing would be stated or published which would prejudice a fair trial taking place; and
d) Section 116(g) of the Criminal Code applies and which provides for an offence in respect of any person who, while a judicial proceeding is pending, makes use of any speech or writing misrepresenting such proceeding or capable of prejudicing any person in favor of or against any parties to such proceeding, or calculated to lower the authority of any person before whom the proceeding is to be held.
